Percy was born in late July 1899 to Jesse and Elizabeth Fellows. He was born in Three Oaks, was baptised in Icklesham and lived in Guestling. He died on the 13th of October 1918 of wounds suffered while serving with the 10th East Kent Regiment (The Buffs) as Private G/25999. He is buried in Cambrin Military Cemetery.
